Yes, people are still people at all ranks and I witnessed privates and Generals hurry to avoid standing at attention and saluting during revelry and retreat. I'd be willing to bet that 100 percent of the time it had nothing to do with disrespect and everything to do with being in a physically uncomfortable position or being interrupted from completing a mission they are on. We are an impatient society.

Retreat is a whole 'nother ball of wax. It generally takes place at 1700 hrs. In my career rare was the day my day was over at 1700. As is the case for many.
In the old days, generally the day was over, in fact in the very old of day, all the troops gathered at the flagpole and ended the day there. When it finished, they headed off to mess as it was time to eat the supper meal.
Then there are those who want to take it to a whole 'nother level. Usually some two bit post commander who wants to make his mark on something declares that ALL activity will stop and render the salute. This will last until some guy with his windows down slams on his brakes and steps outside his car in a 45 mph zone on the main road out of the post. The guy behind him was listening to the radio, relaxed a bit from a hard days work. He looks up and suddenly cannot stop fast enough to keep from hitting the car PARKED in the middle of a friggin main road.
OR
The guy driving suddenly hears Taps, slams on his brakes, jumps out and renders a salute to hear a crash as his car slams into the car ahead, since he forgot to put it in park.
Doors being taken off as cars stop at varying times and NO ONE expects a car to be stopped in a main road except for an emergency.
The guy who stops, opens the door, and walks out into the other lane as he gets struck by a car who has not stopped yet.
