I recently got an email about this, one of the DHS's new Purchases..
They have bought 2700 of these...Why...

Not to mention the 1.6 Billion rounds of ammo they already have stockpiled and the 21 million just ordered....also 70K AR type weapons and 7K fully automatic weapons (deemed Personal Defense Weapons) that they allocated...
Now call me a bit suspicious, but again...WHY.
The DHS was enacted (to my understanding) to help defend the USA from Terrorist activity and attacks.....Not to gear up with Ammo, Weapons and Armored Vehicles.....For What....and again...WHY.

This may help:

FM 3-39.40 is not a classified doc. Its downloadable and in fact I have it and you can too. info.publicintelligence.net/USArmy-InternmentResettlement.pdf

It was not easy this early in the morn to follow along with the video and he speaks fast and he does not give page refs in order by page number…that said I did check some of the refs in the video and they were correct.
Having said that the FM could and would apply to OCONUS global opns. However we have a new form of govt in the WH and its not based upon what we have known all of our lives. This then begs the question, could this would this apply to a govt intent on control of its people. In the nearly 1 hour I spent reviewing it the answer is an astounding YES.
There are refs to UN docs, and using DNA. " used to link detainees and DCs to biometric data, deoxyribonucleic acid (DNA) data, personal property," (page 27). 'DCs' is "Displaced Civilians".
Fact is at one time others and myself would have poo-poo'd any such talk this would ever apply to citizens of the US but we have 4 brave Americans dead in Benghazi I and the WH is blocking access to the investigation by Congress. The names of those injured have been changed by the WH and are blocked from Congress. We have 4 Americans dead on the battlefield by Drones in auth murder by Obama. When asked the new CIA Director and WH have refused to answer the questions of 'if you can kill American citizens (by name) in a foreign country with a drone, can you also do the same on US soil'. NO COMMENT The massacre in Waco speaks volumes.
We (IMO) are seeing the infancy of an emerging dictatorship in the US and doing so along with the support of 4 states, Ca, Co, Ill, NY where personal freedom is being crushed by out of control Gov and legislators from not smoking in your own home to the size of a soda you can buy and many others. I see these as 'probes' into just how far can govt go until the people push back. And those states are showing the people will bend down for anything the govt can shove down their collective throats. But the govt is smart, you cannot smoke TOBACCO in your home, drug use smoked or otherwise is OK, so the liberal drug set if fine with it. Goes with the hypocritical view of smoking Came's is bad, but smoked cocaine or pot is good.
Of note is we even have a Republican in the mix, Bloomberg of NYC.
If the people of the US do not stand soon I strongly feel we will not know our own country by 2016, nor do I think Obama has any intentions of stepping down from his dictatorship…
