From my understanding the 20' barrel was considered more versitile. It was more easily suppressed, ie. the Super SASS. It is still very accurate out to 800 yards and with the right load can potentially be stretched out to 1000 yards.
While the 24" barrel was a better choice to make the 1000+ yard shots, it is not a good choice to suppress do to the extreme back pressure which results in harsher wear on the aluminum receiver.
I was also told that the forward assist was added to make the military happy. If I am wrong hopefully someone with a higher security clearance will chime in. Hope this helps.
