Speaking of drills, I was talking to my brother about this and he made a brilliant analogy between shootings and fire drills. If the school is on fire do you lock the kids in until the fire dept can save them? Then when did locking them in with a maniac ever make sense? Where fire extinguishers are a good idea in case of fire, firearms are a good idea in case of bad guys.
