As for an idea of what rifle to buy, I would say in that price range you could go with a Noveske. You may have to do some remodeling on it to make it state legal...

I am also here in the PRK.
To answer some your questions, If you want a list of what is legal or not, CALGUNS is the best place to start. They have done a lot of the ground work and have all of the information that you need to get started, including flow charts to tell what is needed.
How it works with lowers, is that it must be specifically named or listed to be banned. Both Armalite and Eagle Arms are listed so those lowers are no goes if that was the type you want to go with.
Novenske lowers are good as were as AERO for the AR10s. All DPMS types are good since they didn't even exist when the stupid lists were created.
I am not sure if anyone is bringing in complete rifles configured correctly. Building up a lower is not very hard if you have just a little bit of mechanical knowledge, then you just need to pick the appropriate upper.
I know of no left-handed 308 AR type uppers. I am also left handed, and haven't had a problem, as long as I have ambi controls. I would just recommend getting a standard upper.
Also remember That you can use and rebuild magazines that you had prior to the CA ban. That also goes into how you configure your rifle. Remember AR10 types can take a moded M14 mag, so if you have them, you need to know what you need to do to use them legally. Again, CALGUNS will be your best source for information on the legalities. While I can relay what I know, if something happens, it will be you who have to explain it so make sure you know it well enough to be able to explain it.
While I love my AR10, realistically, it is hard to be an M1A for functionality in the PRK do to the D@*! gun laws. You really have to pick and choose what options you want and have to deal with the rest, especially if you already have mags. While I wouldn
